Upgrade Viet Nam National Business Registration System

Built within the framework of the reform program of business registration, on the basis of consolidated data from 63 provinces across the country, through 2010, the national database of business registration has been basically completed, becoming the data warehouse contains information of more than 800,000 registered enterprises and is the core component of the national information system for business registration.

The constantly updated data in 63 provinces in the national database of business registration and sharing with the GDT (General Department of Taxation) allows Vietnam Government knows information of registered businesses in the country (including the establishment of new businesses, dissolved or suspended operation, back operation), simultaneously, is the consolidated basis to carry out procedures for business registration and tax registration in a single business registration process, helping businesses save time and cost of market entrance.

Besides the need of the State administration, the national database of business registration has also been focusing on the purpose of transparency. All individuals, organizations are able to access valuable information of business through the business information portal; thereby, enhancing the supervision of society, third parties for the operation of businesses, contributing to the development of the business community on the basis of fair competition.

Upgrading NBRS

After years of implementation, the NBRS has played the important role as one of the databases containing useful information for state management, is the trusted source of information for economic policy decision.

During the past year, based on a new legal framework for investment and business, namely that the Enterprise Law and the Investment Law amended by the National Assembly of the Socialist Republic of Vietnam. Enterprise Law in 2014 has continued to inherit, legislated longer relevant regulations have been put into the lives of the Enterprise Law in 2005, but at the same time amended and supplemented many new rules to remove the limitations and shortcomings of the old Law, continue to create investment environment, favorable business, in line with international practices.

Upgrading NBRS

To meet the new regulations on lead to major changes in the processes and functions of the NBRS. So Hyperlogy and ABR/MPI (Agency for Business Registration/Ministry of Planning & Investment) have successfully upgraded information system of NBRS.

Highlights of the upgrade to the 2.0 version of the system to meet all of the changes in the business registration process, in accordance with the Enterprise Law and the Investment Law of 2014, including the following functions:

  • Web Service for information exchange with FDI system of Foreign Investment Agency (FIA).
  • Reduce certification time business registration from 05 working days to 03 working days.
  • Procedure for publishing announcement of seal specimen.
  • Modifications related to legal changes such as regulation of more than 1 legal representative,…
