Hanoi, July 9, 2025 – At the Meliá Hanoi Hotel, the high-level Banking Leadership Roundtable 2025, themed “Strategies for Building Flexible and Sustainable Data Infrastructure for Vietnam’s Financial-Banking Sector”, was successfully held with the participation of over 60 senior leaders from the State Bank of Vietnam, the Vietnam Banking Association, the National Data Association, the National Payment Corporation of Vietnam (NAPAS), and major banks such as Vietcombank, Agribank, BIDV, VietinBank, Techcombank, ICBC,… alongside leading technology firms like Hyperlogy and PingCAP.
This event was not only a professional discussion but also a strategic networking space, shaping the future of Vietnam’s banking data infrastructure in the digital era.
Against the backdrop of robust digital transformation, the forum focused on upgrading data infrastructure to meet demands for continuous operation, high security, and real-time analytics – now essential standards in modern banking.
High-Level Banking Leadership Roundtable: Strategic Vision from Top Experts
In his opening speech at the event, Mr. Nguyen Quoc Hung, Vice Chairman and Secretary-General of the Vietnam Banking Association, emphasized that 2025 marks a pivotal milestone as the Data Law No. 60/2024/QH15 officially takes effect from July 1, 2025, creating an important legal foundation for data development and sharing across the entire banking system.
Data has been identified as the core resource in the digital transformation process. With over 90% of transactions now digitized, there is an urgent need to enhance data quality, security, and integration. The standardization, interoperability, and effective governance of data will serve as the foundation for sustainable development in the banking sector.
Mr.Nguyen Quoc Hung expressed his expectation that the discussions at the forum would help shape the banking industry’s data architecture, aligning with development requirements in the digital era and deeper global integration.
Moreover, the Roundtable was honored to receive insightful strategic guidance from senior representatives of the State Bank of Vietnam. Mr. Le Hoang Chinh Quang – Director of the Information Technology Department and Mr. Le Anh Dung – Deputy Director of the Payment Department presented strategic perspectives on modernizing data infrastructure, accelerating digital transformation, and enhancing cybersecurity across the banking sector.
The speeches emphasized the critical importance of data standardization and cleansing to build a unified, transparent industry-wide data system. Connecting to the national database and implementing biometric authentication were highlighted as key solutions to enhance security, prevent fraud, and ensure banking account authenticity.
Furthermore, banks were urged to proactively comply with new regulatory requirements including the Data Law, Circular 64/2024 on Open APIs, and Decree 94/2025 on Fintech Sandbox… to ensure safety and transparency in digital-era data governance.
At the Roundtable, Mr. Chu Xuan Vinh – Co-founder of Hyperlogy, with over 30 years of experience in developing IT systems for banking-finance, telecommunications, and public services, delivered an in-depth presentation on the strategy for “Cloud-Native Payment System Re-architecture“. Mr. Vinh’s speech highlighted a pioneering approach to building flexible, scalable, cost-optimized data infrastructure while ensuring digital-era security.
With his sharp technological vision, Mr. Vinh emphasized that resource isolation, traffic control, system simplification, and Zero Downtime are critical factors for preventing transaction congestion during peak periods like holidays and Tet. Mr. Vinh further shared test results of a payment system using Microservices architecture on Kubernetes platform. Despite relatively limited allocated resources, the test system achieved processing capacity of 600 transactions per second with latency of approximately 50 milliseconds per transaction. These impressive metrics not only demonstrate superior performance but also confirm the strong potential for optimizing operations, ensuring high availability, and minimizing service disruptions in modern digital banking activities.
